Is there a place we can see what's changed between releases? For example, my cluster is on 27.0.rc20, I was thinking to update it to rc29, but not sure what changed.

We don't publish changelogs for RC builds. So you'd have to correlate the commit timestamps in the v27 branch on Github with the publish timestamps for the rc builds in Docker Hub
